Stakeholder Consultation Workshop held to Shape Rwanda's Enhanced Climate Action Plan (NDC 3.0)
Stakeholders from across Rwanda’s public institutions and private sector, development partners, and civil society have come together for a NDC 3.0 Stakeholder Consultation Workshop.
Organised by the Rwanda Environment Management Authority (REMA) through the Ministry of Environment, and in partnership with UNDP, the workshop was an important step in shaping Rwanda’s enhanced climate action plan, also known as the Nationally Determined Contribution (NDC 3.0) to the Paris Agreement.
The workshop aimed to collect inputs, insights and data for NDC 3.0 preparation, and propose mitigation and adaptation interventions to inform the NDC 3.0 implementation measures. It emphasised the importance of Rwanda’s climate commitment and the collective responsibility to ensure the country’s NDC 3.0 framework aligns with national priorities and global targets.
Opening the workshop, REMA Director General, Juliet Kabera, highlighted the importance of the updated climate action plan beyond just being an obligation under the Paris Agreement.
“NDCs are more than just a requirement under the Paris Agreement, they are Rwanda’s roadmap for sustainable development. Our goal is to grow without increasing emissions while building resilience across all sectors,” she said.
Participants reviewed Rwanda’s progress under the country’s NDC 2.0 and identified key gaps and challenges. Experts presented national strategies, including Vision 2050 and the Green Growth and Climate Resilience Strategy, to ensure alignment with Rwanda’s long-term development goals. Discussions focused on lessons learned and areas of improvement, laying the groundwork for NDCs 3.0 preparation.
Methodologies for identifying climate change mitigation and adaptation priorities were also explored. Through a series of presentations and group discussions, stakeholders worked to identify and prioritise key mitigation measures, aiming to reduce emissions across critical sectors such as energy, agriculture, industries, waste and infrastructure.
Additionally, they assessed vulnerabilities and prioritised adaptation measures to enhance resilience, particularly in sectors like water resources, forestry, agriculture, settlement, land, health and disaster risk management.
Working groups presented their findings, outlining sector-specific interventions and agreed on climate change mitigation and adaptation interventions to inform NDC 3.0 measures.
As the consultation workshop came to a close, Eric Ruhanamirindi Mudakikwa, Environmental Analytics and Lake Kivu Monitoring Division Manager at REMA, emphasised that this consultation is only the start of a broader, ongoing effort.
“This is just the beginning. The insights gathered here will play a fundamental role in shaping Rwanda’s enhanced NDC, ensuring that we continue to lead by example in climate action,” he said.
"We are happy to host this workshop as it is key to shaping our updated climate goals. The ideas shared by different groups will help create strong, future-focused climate plans that will lead to a more resilient and sustainable future for everyone," said Immaculee Uwimana, Coordinator of NDC, Environment and Disaster Risk Management portfolios at UNDP Rwanda said.
With a vast array of stakeholder inputs collected, the next step will involve refining the proposed interventions, developing indicators and baselines, and validating the enhanced NDC 3.0 before its submission later in 2025.
Rwanda is developing its new climate action plan (NDC 3.0) with support from the World Bank and other development partners including UNDP, FAO, WFP, GIZ, WHO, GGGI, UNFPA, CCAC, UNICEF, IFAD, UN Women, IoM, and ILO.
